ORO VALLEY, Ariz. (June 16, 2025) – The Town of Oro Valley is launching a community engagement effort to gather public input on new proposals to introduce a broader tax base and adjust select fees.
The proposed changes are designed to help the Town continue delivering high-quality services and maintaining essential infrastructure. Residents are encouraged to learn more about the proposals and participate in three upcoming Zoom meetings in July. Full details below.
The proposals come from the Parks and Recreation Department, the Stormwater Utility, and the Town’s Finance Department. They are intended to address rising operational costs, aging infrastructure, and the Town’s long-term financial stability. Rather than moving each item forward independently, the Town combines them into a single, transparent public process to streamline the review and increase public understanding.
“This approach will hopefully give residents an understanding of the broader context and help make participation easier and more meaningful,” said Town Manager Jeff Wilkins. “These proposals are about protecting the quality of life we value in Oro Valley, and we want residents to see the full picture, ask questions, and share their input.”
Each of the proposals has been crafted by department staff, with initial input from respective Boards and Commissions and the Town Council. Once community feedback has been considered, proposals will be reviewed by those Boards and Commissions again in a few months before ultimately coming before Council on October 15 for final decision.
What’s being proposed:
The proposals to increase revenue are in these public service areas:
- Parks and Recreation – Potential updates to class fees, facility rentals, and programs.
- Stormwater Utility – Potential update to fee to maintain and improve local infrastructure.
- General Fund Revenue – Potential of three new general taxes similar to surrounding communities: a Commercial Use Tax, a Telecommunications Tax, and a Commercial Rental Lease Tax, all of which are already being levied by neighboring communities such as Marana, Tucson, and Sahuarita.

How to participate:
Residents are invited to attend a series of Zoom meetings from 6–7:30 p.m. on the following dates:
- July 9: Parks and Recreation fee increases
- July 10: Town Finance new taxes
- July 15: Stormwater Utility fee increase
Each online session will allow residents to review the proposals, ask questions, and offer feedback—all from the comfort of home.
