ORO VALLEY, Ariz. (August 20, 2026) – Oro Valley Town Manager Jeff Wilkins promoted Karl Shaddock from Assistant to the Town Manager to the position of Assistant Town Manager, recognizing his leadership, strategic expertise, and broad contributions to the organization since joining the Town in 2021.
Shaddock brings more than eight years of local government experience, with a professional background centered on strategic planning, organizational improvement, intergovernmental affairs, and the implementation of complex public-sector initiatives.
Since joining Oro Valley as a management analyst in March 2021, Shaddock has played a key role in several major organizational efforts. His early work included designing and facilitating quarterly Senior Management Team meetings, coordinating the Town’s monthly Capital Improvement Program Committee, and leading important internal assessments. Those efforts included development of the Town’s first internal cost allocation plan for enterprise funds and a long-term operational analysis of the Pusch Ridge Golf Course as the Town Council considered the future of the facility.
In June 2023, Shaddock was promoted to Assistant to the Town Manager. In that position, he helped lead the Town through a successful annexation, coordinated executive-level strategic alignment, and guided development of a new organizational strategic plan. He also oversaw enterprise-wide initiatives involving constituent services, performance management, strategic plan implementation, and cross-departmental coordination.
As the Town’s registered lobbyist, Shaddock helped secure more than $14 million in state and federal legislative funding over a three-year period.
In his new role as Assistant Town Manager, Shaddock is leading the development of the Town’s Strategic Initiatives Division, which will advance priority projects identified in the Town’s General Plan and Strategic Plan, along with other complex initiatives requiring collaboration across departments and with external partners.

Before joining Oro Valley, Shaddock served in roles with the Alliance for Innovation, Pima County, and the Tucson Police Department’s Analysis Division, where he developed four of the department’s first seven public-facing community dashboards and prepared its first analysis of cost savings and recidivism outcomes associated with its Substance Use Disorder and Mental Health Support teams.
Prior to his work in local government, he served as Assistant Director of the Nebraska Community Foundation, where he built partnerships with local and state leaders, university representatives, donors, and civic organizations to support community development and long-term regional initiatives.
Shaddock holds a Master of Public Administration from Arizona State University and a Bachelor of Science from the University of Notre Dame.
